Start off by following this link to download a .PDF file. You can scale to whatever suits your needs. You can print it on simple paper.

Glue on a harder material

Using any spreadable or sprayable glue, glue the printed page on a piece of harder material. I used card board, it is sufficient for this job.

cut it out

Let the glue dry and cut it out with your best or worst kindergarden skills. It does not have to be perfect, but get it as close as possible. Then cut or punch a hole, for your application, in the middle, and your degree wheel is ready. Here I punched a 10mm hole in it
